It is more nuanced, there is a predisposition in american culture to the abuse of drugs. Mutts rarely talk with “friends” about real issues and are massive hypocrites, that’s why they pay thousands for speaking to a stupid shrink and getting drugged with antidepressants.

Fentanyl is a bit different beast entirely and the reason for its wide spread use.
You can make 1,000,000 worth of doses for it and it is like 1 kg. Very easy to smuggle. Places like China do open manufacturing under flimsy unregulated "for medical use" guides. As long as they sell it to forgeinors the government doesn't care.
That 1kg of fentanyl can then be dissolved, mixed with filler, and pressed into 1 million pills or used to cut heroin. As long as the doses are correct, the end user doesn't even know the difference. Unfortunately, when dealing with something that has an effective dose of 0.5-0.75 mg and a lethal dose of 2 mg, it can be very easy to add too much.
Fentanyl is really just about the potency and the ease of smuggling it. 1 Tiny package vs. a semi truck.
