No, it should be voluntary but instead you should be a full citizen after serving in the military and after going on two or so tours. Full citizens are the only ones who can vote but don't need to pay taxes since they've paid with their bodies and loyalty. Everyone else are just basic citizens who pay taxes but don't serve or get to have a vote. That way, those who vote and are tax exempt are those who are willing to work and die for the country and their countrymen.
