Engineer here.
That's a product of a locking rear differential and rear wheel drive. Many 2wd pickups will have this feature at slow speeds for traction. Without it, more power will be sent only to the slipping wheel instead of both wheels. The inside tire requires less revolutions than the outside tire to make the turn. With the differential locked, the inside tire will slip and create what we see in OPs image. This is not vandalism.

Imagine all the fucky chemicals that go into road paint to make it so weather resistant. (If you've ever been around the stuff when it's freshly laid down you'll know just how absolutely fucking noxious the stuff is)
Now imagine, normally a crosswalk is denoted by a bunch of white hashmarks across the road that occupy roughly 25-30% of the crosswalk area.
Not only does this gay crosswalk need 9 different colors of road paint, but it also has 4 times the coverage. So countless people had to get exposed to these chemicals while producing the 7 colors of road paint you don't commonly see on the road but the poor bastards who had to apply it have to deal with a 300% increase in exposure to the stuff.
They're creating massive occupational hazards for an increased number of people just to virtue signal.
Forget the fucking tire marks. That's the real outrage here.

It's a mid 90s Mustang. The GT model of which had at most 215 horsepower (in a 3800 lb car) add to that 25 years of compression loss. Unless those tires were down to the fucking steel belts there's no way he's going to be able to lay that much rubber while turning.
It's obvious his wheel alignment is off, causing the outermost rear tire to drag a little while cornering.
