Not them alone, and their membership does change hands from time to time. The real process is much more complicated. You have to get the Big Industries, Big Militaries and Big Banks all working together or major wars happen. World War II is a good example because the Nazis kick out the international bankers in 1933 to regain control over German currency. A critical step to being an independent nation.
Long story short, you need the Central Bankers at the top making sure you have enough money to smoothly move goods and services around. To keep the CB's at the top, the loan all money created by Fiat into circulation and are owed interest in return. CB's usually loan to Big Banks who then loan to corporations and or individuals of sufficient means. This goes on down the chain to smaller banks and each time money is loaned, interest is owed. The scam is at the top level, the money is created by Fiat (decry,) so the Central Bankers get paid back in either money, labor or land. Many other banks get paid back in the same and thus they have a powerful incentive to keep the scam running. Jews are involved in banking since before the Old Testament was written. They are not pitiful losers. They are the masters of this world.
