Tor isn't too bad. There are a lot of onions, but most of the chans are just mirrors of clearnet chans. Also lots of glowies.
Zeronet and freenet don't seem to be particularly good at anonymizing users, and there seems to be lots of sketchy content. It would really only be a good place for chans because normies rarely use it.
I2P seems to be a good middleground between all the options.
