Killingley added, “Face masks are not an infinite resource and should be reserved for when they are most effective. It would not be good if we were not able to provide masks to healthcare workers because the public had consumed supplies.”’

Yeah, it does. The guy in the OP is "asymptomatic" too in that he's not actually carrying anything. It's just the act of coughing, talking, singing, etc. will release droplets. Obviously sneezing and coughing release more (which is why viruses/bacteria evolved to trigger it), but just normal behavior can also spread the virus (and is responsible for so-called asymptomatic transmission).
