I’m not to sure to be quite honest, but out of humble conjecture I would presume the former to be more plausible. For example, from reading The Wages of Destruction you’d learn that the Nazi German state and economy was essentially propped up on thievery of wealth, war plunder and extreme debt, all of which are unsustainable long-term which would again, lead me to believe Hitler was more-so “winging-it” as you say.
