Because there's a huge financial liability and risk to your livelihood. Your transportation is expensive and critical to your ability to make money and operate within society. We used to hang horse thieves because losing a horse could literally mean death by destitution and stranding. We're able to support a robust insurance scheme (even if prices are still pretty assrape) because we're able to determine liability in the event of an accident, and that allows automobiles to be what they are to us. Without the ability to insure an expensive liability (and likely source of debt for most) against damage or destruction, the entire landscape would look different. People would have to take into account the possibility that their car may be destroyed with no recourse or compensation. A hit and run driver may rob you of your transportation and whatever small store of equity as well. Having to renew tags for a fee is fucking gay as well, but in the states that do that it can be argued that it prevents misuse of tags, either in the form of tags left on a sold car tracing back to an old owner when someone's bought it or tags being stolen.

Don't get me wrong, I fucking hate red tape and bullshit with cars, and I regularly let tags and inspections expire and ride for fucking months, but when I get pulled over I either talk my way into a warning or get a $70 fixit ticket and fucking go on with my life.
