Just human self interest in all honesty. During the late 50s there was a uptick in black unemployment due to early waves of automation and white unions pricing blacks out of the market. This lead to an increase in illegitimacy. You see, the black community being broken and having a "gangster" culture is good for a certain class of people looking to grift or get votes.
