A deferral is something the executive branch can do, but paying back the treasury has to happen somewhere. Each year, the president proposes a budget to congress. In a few months, the president will propose a budget, and *IF* Trump is president at that time he'll include a complete forgiveness for these taxes in it. He cannot promise that other candidates will do the same. What he is unable to do, however, is use funds for purposes other than what they're earmarked for. (Yes, most presidents do so anyway, like using Social Security to fund wars, but Trump isn't that guy and couldn't get away with it even if he was.)
