Yes, innocents may die initially, from the most unhinged criminals or from suicides, but it allows a purge of all the unwanted wretches of society quickly while the sane can move on knowing those with psychological pathologies and violent tendencies will be a thing of the past. It's basically a form of eugenics. People will behave better in the first place anyway as they know their actions will have an immediate consequence, just as they had decades and centuries ago, and governments will think twice about trampling on the rights of their citizens In short, an armed society is a polite society. Universal armament is the way to go.
Full auto is very practical if your goal is to make the enemy stick their heads down and stop shooting so your boys can move up. Or in a home defense situation in tight spaces.
