This guy doesn't have the eye stare. The eyes must be cold. A leader must be a manlet or otherwise physically unimposing person and surround himself with taller people to give the impression that he can command great armies despite his "genetic inferiority". It gives him more presence. He shouldn't look like a completely ugly retard, but he should not be overly attractive either.
