This is true, but also we don't currently make those payments anyway, so it isn't that big of a deal.

There is a lot of "defacto" privatization with what we call "worksharing"

Basically we give discounts equivalent to our cost savings if a commercial mailer presorts it or dropships it closer to it's destination. Look up Pitney Bowes, they actually do a bulk of the sorting for First Class letters these days, we just do the final sort and delivery.
