Wherever they decided to set up shop, if they declared sovereignty the local government would annihilate them unless they had a significant military force. It's why none of them have ever really bothered trying, because with enough money you're effectively above the law anyways. Even if Bezos raped a child on camera he'd probably be able to get away with it just by threatening to move his operations overseas, costing jobs and tax revenue.
