The best surveillance is human surveillance and there just isn't enough of that to actually apply it on a country scale. This effective surveillance is only used against supreme threats, any ramping up of this surveillance would result in economical collapse of the nation as it is not economically feasible.

The most effective tech that is in place is that which has been implemented by enemy nations. We have been actively avoiding the widespread implementation of that technology for prior mentioned economical reasons.
