The idea is to punish greenhouse gas emissions so that businesses and individuals will be incentivized to reduce them. It doesn't necessarily have to equate to a loss in productivity, just a less profitable production process.

For example, a carbon tax would disincentivize car manufacturers from shipping car parts all the way to Asia, assembling them there, and then shipping them all the way back to the US. The US might even see some factory jobs return as a result of our ability to produce goods with less pollution generation than a comparable foreign factory.

Climate change isn't a binary, yes and no situation. There is a gradient of warming. Curbing emissions in first world countries still helps the world overall, regardless of the measures second and third world countries are taking (or not taking).q
