Not all dogs are bad, but how do you regulate that? Better to just flat-out ban dog ownership. If a toy comes on the market and kills one or two kids, we ban the toy. If dogs kill 100's of kids a year, and maim and disfigure thousands more, we just say 'oh well, that was an unfortunate thing' and carry on as usual. Since there is no good reason for anyone to own a dog aside from certain farm breeds and service dogs for the disabled, dogs-as-pets clearly should be banned in a civilized society.
Fringe benefits would also be great, as dogs shit in public parks and create a great deal of noise pollution. Dog ownership is for the retarded and sentimental.
