The best thing to do would be to create a phone signal jammer, not a fucking EMP, the energy required to do that is completely off the charts. I think a phone signal jammer would be illegal, though there are retail options, if you couldn't work out how to do it yourself.

Think about a microwave oven. If you put a phone in there, it will be destroyed within a couple of seconds, but not instantly.

Now imagine that instead of heating up a tiny item inside the microwave enclosure, you have to cook an entire room. And add to that the fact that the intensity of the waves deteriorates exponentially with the distance. So to cook something 10m away you would need up to a thousand times more power than something within arms reach.

So to cook a phone 10m away, you would need to, for simplicity’s sake, need to keep a microwave running non stop for an hour. Except you have to deliver that payload instantly within a split second. Microwave magnetrons are not capable of doing that, also I don’t know where you’re going to get the gigawatt class burst power supply.

You could try make some sort of directed ray gun and (in theory) lose power as distance^2 instead of ^3. But that would hardly be covert. Besides, an EMP is traditionally thought of as volumetric.

Short answer yes, you just need to pattern the radio and the screen size, and blast it with text messages, messages over WiFi, carrier handover/switchover due to poor network quality, while simultaneously streaming its own echo in browser, SMS media and media player.
