Well, the biggest and most primary reason of all for me is that despite what some might insist, every individual police officer is NOT the same, and where one might be liable to empty their magazine at the first twitch out of order, others may have more discipline, and you can never decisively determine if the hesitancy or lack thereof is down to racial discrimination or not.
