Was the external HDD booted with the original motherboard (the original laptop the OS was on) or it was booted on another device as external HDD?
If it was booted as external HDD on the original hardware then no 2FA would have kicked in as HDDs are not considered core components.
For example OEM Windows licenses (the cheaper option) are to be SOLD only with new motherboard and CPU, which are considered core components. Thus the key is tied to them,not to the HDD/SSD
SSD/HDD have significantly higher wear/tear compared to a CPU/MoBo and are replaced more often than them. I would imagine Mac OS uses if not the exact same rules, very similar ones to detect HW change.

Licensing for end-user OS tends to be the same. As I said - it is usually tied with motherboard/CPU (most of the time - with both). From what I gathered the repair tech bought an External WD HDD and most likely cloned the Mac Boot Drive. Booting into a computer from cloned OS drive is kinda the bread and butter for laptop repairs(former MSI repair engineer for the local main distributor between 2009 and 2010). Given what tools we used which were readily available (HiRen boot CD) to nuke any passwords set by users short of boot USB key (usually tied to encrypted HDDs) standard user password is easily nuke-able from a moderately skilled laptop repair tech.One thing I miss from that job was the face of customers when you return their repaired laptop/netbook(those were the craze back then, fuckin oversized organizers/calculators) and they boot it up only to see that their user password was blasted..
And there was a BULLET point under the repair contract that IF they fail to remove or provide their user password WE WILL NUKE IT.
