That's not quite true, the Senate is an elite body that is supposed to be filled with smart, mature men who understand the deeper and long term needs of the country. They come from their own state but they represent the interests of the country, arguably even more than the house of representatives is supposed to.

I don't know where you could find actual writing on this but it's generally understood that Senators are there to help the country as a whole, from the perspective of their own state. The UK had a concept called "virtual representation" where every member of parliament was supposed to represent every British subject around the world, this ideal sort of stayed with us even it isn't written in law. Basically everything congress does is about the country as a whole, except for 'pork barreling' (finding convenient excuses to get gibs for your own district), and that's a controversial practice.

The Senate was never designed to represent the "People" its there for the states. The house was meant for the people. I actually think that the direct election of senators by the people is a horrible idea and that we should kill the 17th. The upper chamber isn't supposed to be beholden to the whims of the people.

Repealing the 17th is one of the first steps we could realistically take to reduce partisanship and political polarization in the USA
I don't think the Senate is ideal, but it serves as a check against larger states calling all the shots. There's not a happy medium solution though.
Besides, the real issue isn't a power imbalance between the entire populations of states. It's the imbalance between the richest 1% and everyone else.
