Obviously some of these countries have had tumultuous histories, but we shouldn't forget that the USA and Europe were mired in bloody international wars, civil wars, genocides, persecutions, and large amounts of criminality for centuries before things became as stable, peaceful, and prosperous as they are today.
It's expected that many African countries will have troubles, and the low IQ of blacks and various other genetic issues will hamper their development, but this isn't inherently going to stop their rise to civilized development.
