He could end Silicon Valley's rule any time he wants but he hasn't done it. I'm not just blaming Trump. Both him and congress can enforce the law. Silicon Valley is violating anti-trust laws, section 230, they're guilty of election meddling, etc. There's also a million different ways Trump could have dealt with this via executive orders.
