There really aren't enough immigrants to cause a job shortage.
47 Million right now legally, and ~10 million here illegally.
With those numbers outsourcing comes in as the real job drain than immigration.

Then you'd work to gather up those unemployed and put them to work under those leaders. Have them fix infrastructure issues.

Good leaders can make even the rejected workers do good jobs, and over time good results draws in more workers that wish to join those Federal Jobs.
Its too inefficient to subcontract something as vital as infrastructure to private companies over long terms of time.
