No, he does not. But those adds aren't really aimed at hispanics. They are aimed at white people. Whites, suburb types, are highly positive towards those sorts of adds.
Understanding this will help you understand a lot about politics.
Nobody really campaigns for the black vote, for example. Everyone knows who they are going to vote for. When you 'talk to blacks' your real audience is whites. They are the ones that may switch their vote or be persuaded.
