Yes, but they can also be signed by two "witnesses" who don't even have to provide their name or ANY DETAILS WHATSOEVER. Just scribble a signature to "verify" your vote. The logistics of them forensically analysing ever ballot submitted is also questionable.
The QRD: Many states are vulnerable in their online voting portals. Any bad actor (Republican, Democrat, or nonaffiliated individuals) can use these portals to request a ballot be mailed out to them ANYWHERE in the US. In many cases, all they need is your name and DOB.
The following is not "online voting", but it is still a massive vulnerability.
Not only does this allow for a massive amount of prefilled ballots that can then be submitted/cast at local courthouses or polling places, but comes with the added caveat that requesting a new ballot allegedly invalidates a previous ballot that has not been counted. Reports are coming in from all over the US that multiple ballots for the same person have in fact been received.
Some online voter portals require the last 4 digits of your SSN, some a drivers license number. While this seems secure, data security in the US is dismal (Examples include the Equifax data leak of 150 million American's data, a laptop in Oregon stolen with 650k citizens info, dark web transactions), and PAC's are able to directly obtain this information.
This information can also be brute forced, as there are no rate limiting restrictions or CAPTCHA on many sites. Anons have tested rate limiting using scripts and their own SSNs. You can try to log in again and again with no timeouts for wrong entries.
It is a very real possibility that bad actors of either political party, or even state or nonstate based actors, could be using this exploit to cast massive amounts of votes for their chosen candidates or cancel votes for the opposition.
There are also other concerns regarding availability of personal information that can be viewed once a Name + DOB is provided to log in. Once logged in, you can view party registrations and addresses.

Malicious actors are requesting replacement mail in or absentee ballots of unlikely voters. They use PAC information to identify people who statistically will not vote and harvest their ballots. They know exactly who is registered and how many elections they have not voted. Without the ID requirements and compromisable systems there is no actual ballot security. A few thousand fraud votes = a handful of "double voters" who never get prosecuted like the law says when the PAC data gets it wrong.
