The reason why China has cameras and surveillance everywhere is because each time that a country has tried communism, the CIA somehow finds a way to subvert and destroy that nation through propaganda and "revolutions". China does everything it can to make sure that it does not end up in the same fate as others. Reminder that there was a Uighur "uprising" in 2012 which had unnatural characteristics to them. The Chinese government most likely suspected foreign intervention which is why they were quick to control that region. Also let's not forget that the Tibet uprising also had unnatural characteristics to them, with leaders like Dalai Lama being proven to have direct connections to the CIA.
