You're right. The law change itself does approach an anti-eugenics stance; in fact, I think that's one of their core justifications for the change. There may be a bigger picture in the decision though, despite the births of defect kids set to increase there now, it does seem to me that a moral/religious argument/statement is being made with this change. You're absolutely right about that. It's definitely not right from the viewpoint of the actual ideas behind these traditions. However, I think it is a step towards trying to instil those things back into society on their part. Iceland and other Scandinavian countries still do similar small scale moves to teach culture and to make museums and support things like non-Christian traditional sites not being defaced etc. What I see is that these countries are all under the influence of larger governing bodies like the EU and need to make progress where they can through means that are at least acceptable to those institutions who look over their shoulders. I suppose it could be an overly optimistic view, but I do think that there is a genuine effort there to see much of what is being destroyed/lost restored.
