No, literally only the british could do monarchy right because the british are culturally higly meritocratic and modest to the point even their most totalitarian kings allowed a council of highly educated profissionals to make all the plans while the king mostly approved decisions and even that didn't stop their kings from making terrible decisions like invading a city of France just to give it back peacefully because there was no way they could sustain the region financially.
If even most european states failed miserably to make Monarchy works then this system simply can't work, I mean look what happened to France and Russia, colapsed because their kings were replaced by their weak minded sons.
