Albertobro, this is a 63 year old house with some issues. It takes some time to get them sorted. You make a change, wait for a good rain (~2" in the case), walk around outside, see what it's doing, repeat. I have already solved the basement bathroom and basement garage water problems. I think the water is coming from up the perimeter drain rather than down from the downspouts. I don't have any information about how or what was done around the perimeter.

It's just annoying because part of the damp wall is under a concrete and brick porch so remediation may be nearly impossible. Part of the issue is someone cut into the slab to add a drain to the sump from the basement stairwell outside when the old drain was clogged destroying whatever was used to waterproof it.
