b) The disputes don't resolve the vote, so the state legislature gives the Electors to the Republicans.
c) The Electors fail to cast 270 votes to either candidate, which kicks it to the House of Representatives, who give it to Trump.

Any of these would require a failure in a process that's been very reliable, plus require Republicans to have the resolve to put party politics over everything.

The only way for that to happen is a 269/269 tie or for a third party candidate to win some actual EV's. If you did not certify PA, an electoral vote majority becomes 260. The constitution does not mention 270. 270 has not been the number for eternity. The 12th amendment states

The person having the greatest number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed; and if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President. Not this only states in lack of an electoral majority. An electoral majority is the majority of EV's cast. A majority of EV's cast is 270 if everyone casts. If you didn't have PA do it, then the total EV's is 518. A majority of 518 is 260.

The constitution specifies a majority. Not 270. 270 is only the number because it is the majority of votes if you cast 538.
