Because of the misconception that he caused the great depression. His only regret in his administration was not getting rid of the federal reserve. It was the printing off mass amounts of money in the 1930s that caused it too happen, instead of letting a recession run it's course like the government did for the last 150 years prior to his presidency. He's falsely accused of causing the depression. On top of that, teachers in public schools have been taught to teach students that if the government isn't passing policies and giving out gibs that they're hurting the people of the nation.

Otherwise, every other piece of legislation he did nothing but hurt the economy long term, and surprisingly, both the Steel and Weapons research were very cheap, even the military wasn't that expensive. It's mostly due to Social Security and Welfare programs associated with the New Deal
