I'd say the Anglo's weakness is their acceptance of foreign rulers. The whole 'Eternal Anglo' thing does not make much sense when you factor in that almost none of the bad actors in British history were Anglo-Saxons. The bad actors were Normans, the Dutch and Jews. Scots and Irish feature prominently among the criminal entrepreneurs in China and India as well.

Anglo-Saxons and Welsh basically 'dindu nuffin'. The corrupt leaders of Westminster on numerous occasions had their diabolical plans screwed up and were not able to punish the individuals responsible because the English citizenry considered them heroes. One such example being Codrington, who helped liberate the Greeks from the Ottomans; the German Monarch and the largely Norman parliament wanted to maintain the 'balance of powers' and have the Ottomans remain a rival to Russia, thus they didn't want him to intervene and help the Greeks; but Codrington wanted to aid fellow Christians and thus took his navy and liberated them. Despite wanting to punish him for going against their vile orders, the leadership were forced to honour him and award him a medal as he was seen as a hero of the people and of Christianity in the eyes of the English. In the end they were forced to 'promote' him to a position where he was stuck in England without a fleet at his command, where he couldn't harm their vile schemes.

The typical criminal element that is potrayed as 'English', most notably the 'cockneys', were actually Jewish. Same as the 'Italian' mafia.
