Yes they do, it's just not common. They usually get weaker but more virulent. Sometimes though, they do get deadlier. It's just less probable.

So here's how I know this is bullshit.
1. Memeflagfags's "leaked" shit has the "Rush the acquisition of (or construction of) isolation facilities etc. "expected by December 20 (whatever that means)
2. OP's bullshit has the same thing in January 21
3. My French is rusty and wasn't good to begin with, but seems like a 1:1 translation, maybe even google translation tier - point is, memefag's screenshot is supposed to be an account of witnessed events, OP's a genuine document. Coincidence much?
4. Why the sudden time shift? Q-tier tactical problems in a plan long in the making? Give me a break.
5. What the fuck with this project plan, is it acquisition or construction? How many thousands or millions of people are you planning to intern there? You can just "accelerate" it? How? This would be a major infrastructure project, long years in the making. Nothing about that plan makes sense. The construction so far was all made by reptilian contractors or what? We saw at least the FEMA plastic coffins many years ago, this went completely under the radar?
