The main issue issue isn't even whether the gameplay itself was cheating. The issue is that the leaderboard only accepts original hardware runs. Billy's stuff was done on MAME, so whether he used savestates or whatever doesn't even matter. The run is invalid because it's not on original hardware.
Billy's runs if you go frame by frame happen to load the screens in the exact way MAME does it, which is different to how the actual arcade board does it, which is quite suspect.
