During the fall of 2017, there was an interview with Yoshi-P where he outright said that he'd work on FF16 if SE or fans asked him to. He also mentions that it'd be a high fantasy title. Very recently, at the Paris fanfest, Yoshi-P again reiterates that if he were to work on another FF project, it'd have a high fantasy setting. He also says (in regards to the exact question asked) that it most likely won't be another MMO, since FFXIV is still doing well. siliconera.com
And now, we have this confirmation that Yoshi-P has indeed been working on a new project, and that it is leaving pre-production and going into full production (which means it has likely been in development for about a year or longer now). Note that the recruitment page on SE's website for the new project had already existed since at least 2016.
