It's a very open ended game. You'll have a blast if you go in with 0 expectations and just try to discover shit. It's got loads of things to do and a lot of different ways to achieve the same goal. Several different fighting styles to learn. Sidequests that you might accidentally start just by doing random shit.
Did you fight those green dudes outside of school? Do it, see what happens.
Did you try talking to the judo club guy?
Did you try going to the bad side of town and helping out the random dude getting 4v1ed?

It's very, very good, but its very much a game that requires you to engage with you and what you get out of it is much more dependant on you than on the game. Not every action or event leads to an obvious reward, or a reward at all, and many methods of "progression" by unlocking new trainers and such can be hard to trigger with the game's main story going along whether you like or not as time progresses so ending the game while still having a bunch of shit to unlock or events to see is not hard at all. If you are a carrot and stick kind of player, who really needs a reward for your effort and expects certain actions to "reward" you with extra points or cutscenes, you might feel frustrated that many of the things you can do, like hanging out with your bros in a diner, is just that, hanging out with no further progression of anything. Took me 20 hours for my first playthrough as well so it's one meaty game.
