Really, aside from Giovanni and Ghetsis you can just post every Pokemon's villain goal being a huge trainwreck

No, he did it because he didn't like Leon's attitude of putting the Pokemon League above solving the energy ""crisis."" The Japanese dialogue he has a few extra lines about how it's not right to leave something like this for later. Fine, I'll concede Giovanni. You're right that his whole shtick goes with the occupation. But Ghetsis is a piece of shit because....he's a piece of shit. The game would have been better with N as the main antagonist, with him being visibly conflicted and unsure about what the right path is. I was so happy when playing Black and White because I thought we'd have an interesting villain, and then Ghetsis shows up and I gave up.

"I want money because go fuck yourself" has always been and will always be the most realistic motivation in the entire history of fiction.

SM Lusamine isn't a villain, the Ultra Beasts were. She also has the problem of making the plot a family issue rather than your own it is to the point where the story would have been better if you were related to Gladion and Lillie. USUM ruins her

His goal wasn't to end war entirely, just end war waged systematically for profit. In his vision, people fight for what they believe, not for money or at somebody else's behest. He says so himself:
