At first I thought he was hanging around with the ideal masters ala Jeb.
The problem is the soul gem used was a very particular one that has no connection to the ideal masters. It was designed to power a giant robot so presumably the soul has a short leash.

There were Thalmor in E$O as well. That has dubious value as a source so take it with a grain of salt.
