The only point of contention is the katakana equivalent for Hydrocity (「ハイドロシティ」), pronounced "haidoroshitii", could arguably be translated as "hydrocity", rhyming with velocity. However, there is no distinguishing the sounds of "hydrocity" and "hydro city" in Japanese. I however have far more reason to believe it's just "city" instead of wordplay, mainly because 「 シティ」(shitii) is a far more common word in Japanese than the katakana equivalent of "velocity"(「ヴェロシティ 」/ 「ベロシティ」). Keep in mind that English words are seen as cool in Japan, hence why all Japanese zone names are in English and not their own native equivalent.

Here's the issue with the city folk. If that was the idea, why's there no space between hydro and city? There's spaces between the other two word names.

I literally addressed that in my post. "-polis" is a Greek suffix meaning city. You could argue something like Casinopolis is a pun, but I'd say that is quite divorced from the Hydrocity debacle. Casinopolis means what it means - a casino city. You could say it's a "pun" on something like metropolis, but that's not something where it's playing with a whole word (in this case with Hydrocity with "velocity"), not just a suffix.
