Ok, there's 3 Sephiroths in the game.
First one is the one that should be there a la the original game. That is, the one frozen in Northern Crater who is remote controlling Jenova pieces to take on his appearance and do his bidding.
2nd, the one you fight at the end. This is an illusion created by the time ghosts and probably exists to really cement the idea of Sephiroth as an antagonistic force in the minds of the party to make them less likely to go along with what Sephiroth #3 wants.
3rd is shown talking to Cloud in the cutscene after the fight. He wants to change the timeline and asks Cloud to help him. Where he came from or what his goals might be are only guessable.

So basically the time jannies are like "fuck you, you aren't powerful enough to break free from fate/destiny, we're going to beat you into submission" They then manifest into an illusion of sephiroth, when the party turns out capable of beating it, they are destroyed. The 'edge of creation' stuff afterward is similar to the og, thats a mental battle in clouds mind, where sephiroth is a very real influence, and cloud just gets toyed with. Cloud is no match for the real sephy at this point in time.

I think its implied that all the Sephiroths/Jenovas you fight are Cloaked men with an image that Sephiroth wants you to see projected over them. Even when you beat Jenova Dreamweaver, the illusion dissipates and he's just a clone.
Which I like, because it also explains what the fuck happened at the end of Advent Children.

Yes, it's very jarring. Like Nomura didn't know if he wanted it to be real time action combat or turn-based so it's an unholy mash of both with neither feeling satisfyingly developed.

It was pretty difficult imo but doable I put chakra on cloud so I could keep healing without having to use mana and haste magnify is helpful as well or magnify barrier just make sure to make good use of punisher auto parry or counterstance

With the other aspect contending for that spot being how party interaction and dialogue happens naturally and is integrated into movement and exploration.

Best of all, it came out of nowhere. Armstrong only shows up once in the entire game before his fight, you'd never thought of fighting a seemingly normal politician. FF7R could learn about a thing or two about MGR and not to overexpose their main villains.
