It's alright sales considering it's on a single platform, but not likely what SE was hoping for. For comparison, Xbox versions of games tend to sell about 30%-50% of their ps4 equivalents, with this being on the lower end because jrpgs tend to under perform on Xbox.
PC could bump this a little but probably no more than 10% of total sales.
Most publishers would actually be fine with these numbers, but SE had far bigger expectations for its tent pole franchise. Just looking at this game I imagine it was one of the most expensive Japanese video games ever developed. On top of that, there's no multiplayer component and thus no reoccurring revenue from MTX (maybe it'll get DLC). Another knock is that as a single player story driven game, once it's beat lots of folks will sell it and people will simply buy used copies on PS4.
