Actually, if you paid attention in the Forelands segment, you'd know that dragons laid the foundations of Ishgard. It's not accessible by normal means. Plus there was literally nowhere they may have potentially hidden the eyes from the Ascians. The Ascians can teleport literally anywhere on the entire planet. The issue at that moment in time was getting the eyes away from Estinien.

Alexander was shit despite having a few fun encounters. If they were going to release a gimped "normal" mode of raids anyway they should have incorporated it into the main story and had the final raid be the KotR fight.

No it doesn't, because they didn't even know the Warriors of Darkness were fucking there or that they were ghosts. And in the case of the Ascians, there was NOWHERE they could have hidden them. NOWHERE. THE ASCIANS CAN TELEPORT TO ANYWHERE ON THE ENTIRE PLANET AT WILL.
