The end of mega man 9 is great because he traps mega man with a simple logic trap. By presenting "Dr. Light" in a cage, Mega Man cannot risk the possibility that it might be the REAL Dr. Light and therefore harm a human by inaction.

No matter how many times Mega Man will beat Wily, he can never "win" because of his limited capacity for free will.

Dr. Light didn't invent the world's first dynamic reploid though. Dr. Light created the first artificial intelligence capable of morality, Wily created the first reploid capable of evolving.

Light knew to program Reploids as a blank slate that chose their own destiny. Wily decided that was too limiting to their growth potential, and made the mavericks as a result of that baseless assumption.

It's funny too, because X becomes capable of evolution in the Z timeline. It's one of the very reasons he's so strong in the first place.

Wily actually made an impact in the end, devastating the planet and setting the stage for humanity's extinction/assimilation into Carbons. Zero's body and its technology were also used to start a war that kills off over half of the humans that were around.

Eggman and his machines are always going to be beaten by Sonic and whatever mayhem they get up to is undone. Metal Sonic won't accomplish anything that Zero did.

Wily. He's created robots with self-sustaining power and sentience, who are at that point more artificial humans that robots as they also possess humanity. Eggman builds very simple machines to be used as tools and weapons for the most part. His stand-out creation is Metal Sonic, who occasionally develops sentience, but for such an anthropocentric man, Eggman somehow fails to give Metal Sonic any form of humanity. This lack of humanity causes his moments of experiences with sentience to be very unstable and doomed to fail, similar to how people lacking humanity slowly kill their own spirit. If Shadow really is an android duplicate that Eggman built, I'll concede, but it's debatable whether or not Eggman is capable of such a feat.

Eggman wins by sheer scope of his creations, he can pump out armies, colossal robots and city sized bases in a matter of days. Wily had a bigger impact on his world but Eggman is 100% the better scientist.

Wily for sure. Eggman has made a couple sapient robots, but Wily's built robot masters who control the very elements. I don't even have to bring up Zero, but I will.

That mEggaMan is not a good look.

Eggman would design an automobile that kills people, then get in it and drive to the nearest highway.

Wily would design a machine that builds automobiles that kill people and slip it into an automobile factory.

Wily's greatest creation was made by the end of his lifetime through unknown methods and reasons, it's not really a fair comparison.
Also Robotnik has succeded in conquering the world a couple times, and it takes literal reality/time bending powers to stop him.

Not to mention that Sonic is a far superior foe than classic Mega Man.
I'd really say Robotnik is the superior scientist, as he's able to keep up with some serious bullshit with his tech alone.

He's conquered little planet, held earth for ransom, and I don't know the details to his "victory" in Forces. But he hasn't "conquered the world multiple times" unless you start counting secondary material like Sonic SatAM and Archie.
