If I remember correctly the admin was investigating that kid because numerous players complained about him inviting other players to his house by pretending to want to become friends, then killing them and stealing their items
I don't know much about minecraft because I stopped playing after the adventure update so it may be a plugin or a feature but in that server after killing someone, you could get their head and put it in your house like a trophy and that kid was trying to kill as many different people as possible to collect their head to display in his trophy case of a house. House that he never let anyone enter except when he wanted to kill them.
Essentially, that russian kid was a seriel killer in the making
