Yes, so your logic is to further weaken the empire, fragment humans across tamriel so they adopt a every race for themselves policy, why would the redguards help the Nords, or why would the Dunmer help the Nords in this scenario? I would side with the Stormcloaks but I simply dont like Ulfric or his fight in the name of a charlatan god (Talos). The Septim dynasty is built on lies and deserves to be wiped out completely. Both sides are shit. Only acceptable path is to depose either Mede II and becoming a TRUE dragonborn emperor (Tiber Septim was never dragonborn, imperial mutt propaganda) or at the end of the civil war when having sided with the stormcloaks challenge ulfric for the right to rule skyrim to put him in his place and go full circle for his murder of Torygg by murdering him with your thu'um. Sadly the Civil war questline was never finished and we cant have nice things.

Gameplay mods can't fix it. Just go crazy with all the vast assortment of visual mods, maybe add in some new NPC's and enemies and items. Combat can only be worsened by trying to "add" to it. Keep it simple.
