Rapps is far from impossible. Use Tranquilizers on your party to give them the Sadness debuff. This lowers all damage they take (also reduces how fast their limit break builds up). Take a TS Bomb or two into battle with you. The TS bomb will cleave Rapp's health in half. After that, it's a matter of sustaining yourself while doing damage. Use limit breaks ASAP, etc.
