you can explore though. I snuck past the deathclaws when I was a dumbass teenager that didn't know any better without even using a stealth boy. Never tried the Cazador or radscorpion routes though.
It's a "discouragement of exploration" the same way putting enemies anywhere is a discouragement of exploration. If you're playing a videogame and see that there's a high level enemy guarding a dungeon do you go "harumph, these gamedevs are hampering my ability to explore this dungeon at my leisure. how dare they!"

if you decide to fuck off there is only 1 road that wont get you killed and forces you to follow the shitty story, this discourages exploring

You can go north if you want, it's just more difficult and will require more skill or creativity from the player. That is how RPGs have always been designed. Nudge the player towards a "safe" route, but don't restrict them from going through a more difficult, alternative route if they really don't want to.

In F3 you can go anywhere, but because of that all of the enemies end up having shit equipment and are easy to kill. The game ends up having no difficulty or challenge. If I wanted an open-world game like that I would just play GTA

They didn't. Fallout 3 has an objectively more linear map with a lot more straightforward or "set-piece" locations that can only be navigated in one way.
