man i spent the last 10 minutes trying to find the article i was looking for, but i thought it was by the frictional games guys on this very topic.
the consensus was that single use items feel punishing because of how they are framed. some good examples were how in games like doom, your grenades recharge. it doesn't feel like a loss to "waste" a grenade, because you'll get another one soon. a common trope is to have more than one "slot" for grenades (or whatever) so that you can always keep one in reserve, and use the newest one as soon as you can.
the second one is the better of the two, i'd wager, because the first option can encourage a player to waste real life time (to the detriment of their own enjoyment and pacing) in order to maximize their chances of winning. players will willingly sacrifice fun for efficiency, if that is the path of least resistance.
