Because most devs are exploited by the industry thus they end up becoming hollow husks of themselves and no longer have any pasion for making videogames.
The opposite goes for indie devs, they have all the enthusiasm in the world but since you need a lot of money to make your game appear on the radar most projects take ages or end up getting canceled unless you pull out a kickstarter or some company picks you up.
